Don't call pkg-config if the sequoia vars are already set in local.conf - we should probably refactor this so local.conf comes afterward anyway. I don't understand damiano's reasoning here.

Fixing version constants for current development. FROM NOW ON, no app/adapter can submit a version for testing with a pinned engine version to service without requesting a release of the engine in advance. Will be documented further today.
