We were excluding more code than we needed to in the OCSP/HTTP code in
the event of no-sock. We should also not assume that a BIO passed to our
API is socket based.
This fixes the no-sock build

If we hit an EOF while reading in libssl then we will report an error
back to the application (SSL_ERROR_SYSCALL) but errno will be 0. We add
an error to the stack (which means we instead return SSL_ERROR_SSL) and
therefore give a hint as to what went wrong.

Previous macros suggested that from 3.0, we're only allowed to
deprecate things at a major version. However, there's no policy
stating this, but there is for removal, saying that to remove
something, it must have been deprecated for 5 years, and that removal
can only happen at a major version.
Meanwhile, the semantic versioning rule is that deprecation should
trigger a MINOR version update, which is reflected in the macro names
as of this change.

This partially reverts 3119ab3c9e. In the
case of a simple openssl s_server instance, the bio in s->wbio is a
BIO_TYPE_BUFFER BIO, not BIO_TYPE_SOCKET. This caused all of the checks
to fail breaking KTLS.
The default return value of control methods I have looked it is zero
for unknown control requests, so invoking the control requests should
be returning 0 for non-socket BIOs already.
This does still map the requests to 0 at compile time for the non-KTLS
case so that the compiler can optimize the checks away entirely.

to be added in addition to the new one

Make the include guards consistent by renaming them systematically according
to the naming conventions below
For the public header files (in the 'include/openssl' directory), the guard
names try to match the path specified in the include directives, with
all letters converted to upper case and '/' and '.' replaced by '_'. For the
private header files files, an extra 'OSSL_' is added as prefix.

If we were using a different type of BIO than a socket BIO then
BIO_get_ktls_send() and BIO_get_ktls_recv() could return the wrong
result.
The above occurred even if KTLS was disabled at compile time - so we should
additionally ensure that those macros do nothing if KTLS is disabled.
Finally we make the logic in ssl3_get_record() a little more robust when
KTLS has been disabled.

Some of these functions take char*, which is seldom right, they should
have been unsigned char*, because the content isn't expected to be
text.
Even better is to simply take void* as data type, which also happens
to be transparent for any type these functions are called with, be it
char* or unsigned char*. This shouldn't break anything.
While we're at it, constify the input data parameters.

Previously, the API version limit was indicated with a numeric version
number. This was "natural" in the pre-3.0.0 because the version was
this simple number.
With 3.0.0, the version is divided into three separate numbers, and
it's only the major number that counts, but we still need to be able
to support pre-3.0.0 version limits.
Therefore, we allow OPENSSL_API_COMPAT to be defined with a pre-3.0.0
style numeric version number or with a simple major number, i.e. can
be defined like this for any application:
-D OPENSSL_API_COMPAT=0x10100000L
-D OPENSSL_API_COMPAT=3
Since the pre-3.0.0 numerical version numbers are high, it's easy to
distinguish between a simple major number and a pre-3.0.0 numerical
version number and to thereby support both forms at the same time.
Internally, we define the following macros depending on the value of
OPENSSL_API_COMPAT:
OPENSSL_API_0_9_8
OPENSSL_API_1_0_0
OPENSSL_API_1_1_0
OPENSSL_API_3
They indicate that functions marked for deprecation in the
corresponding major release shall not be built if defined.

In commit 52df25cf2e, the
ERR_load_FOO_strings() functions were moved from their original
location in foo.h into new headers called fooerr.h. But they were
never removed from their original locations. This duplication
causes redundant-declaration warnings on programs that use OpenSSL's
headers with such warnings enabled.

Mac OS/X has a type for %j that doesn't agree with how we define it,
which gives incorrect warnings. The easiest way out of that situation
is simply to turn off that check on Mac OS/X.

The value of BIO_CTRL_DGRAM_SET_PEEK_MODE was clashing with the value for
BIO_CTRL_DGRAM_SCTP_SET_IN_HANDSHAKE. In an SCTP enabled build
BIO_CTRL_DGRAM_SCTP_SET_IN_HANDSHAKE was used unconditionally with
the reasoning that it would be ignored if SCTP wasn't in use. Unfortunately
due to this clash, this wasn't the case. The BIO ended up going into peek
mode and was continually reading the same data over and over - throwing it
away as a replay.

The existing BIO_lookup() wraps a call to getaddrinfo and provides an
abstracted capability to lookup addresses based on socket type and family.
However it provides no ability to lookup based on protocol. Normally,
when dealing with TCP/UDP this is not required. However getaddrinfo (at
least on linux) never returns SCTP addresses unless you specifically ask
for them in the protocol field. Therefore BIO_lookup_ex() is added which
provides the protocol field.
